The National Sea Rescue Institute reports that children under 14 account for roughly 29% of those fatalities, approximately 450 child drownings each year. Netcare 911 data indicates that 75% of all South African drownings involve children under the age of five. Within the Western Cape alone, provincial authorities have logged drownings of 39 children between the ages of one month and 14 years in a recent reporting period.SANS 10134, the South African National Standard administered by the SABS, sets the minimum performance specifications for swimming pool safety nets and covers used as protective devices around private pools.
